NCHCA is planning to attend a mid-year VPM meeting with the City of Ottawa. It is our opportunity to raise any concerns or issues, and to propose improvements to the system. Please take a moment to complete this survey so that we can best represent your interests at the meeting.

5. Should VPM scores be publicly available? *This question is required.
2021 Q1 results indicate that the average vendor score is 78.41. Are you satisfied with your company’s average score? *This question is required.
The City’s Business Process Guide (BPG), section 1.3, provides that one of the goals of VPM is to provide performance feedback, and improve communication between the City project manager and the contractor. Project start up meetings and progress meetings are supposed to have an agenda item to discuss performance of the project and the contractor. Do you receive ongoing feedback to enable you to improve performance?  *This question is required.
The BPG, section 3.1, indicates that the City has adopted a “no surprises” strategy, which applies to communications with a contractor regarding performance throughout the duration of a contract. Any issues with project scope, cash flow, schedule, budget and risks should be identified to permit collaboration for resolution. Has the “no surprises” strategy been used on your projects?  *This question is required.
Are you generally on the same page as the PM as to what a good score is? 
i.e. a contractor may feel that 85 is a good score and a PM may feel that 70 is a good score. *This question is required.
The BPG, section 3.4, provides that scores must be completed, approved and entered into Merx 20 business days after substantial performance. Is your VPM score posted within 20 days of Substantial Performance?  *This question is required.
Are you given an opportunity to discuss your final score before it is posted?  *This question is required.
Contracts with a total approved project budget over $100,000 are subject to VPM. Is this the right lever of application?  *This question is required.
The VPM system does not take into account project size, value, duration and complexity. Should these factors be taken into consideration?   *This question is required.
Overall Vendor Scores are calculated using information from the last 3 years. Should the applicable period be more or less than 3 years?  *This question is required.
